Irish Solar Photovoltaic Planning Applications
As of the 12th of December 2016, at least 144 utility scale solar photovoltaic schemes have been submitted for planning permission in the Republic of Ireland. Some high level statistics on these applications are set out below:
• Granted (Local Authority): 41
• Granted (An Bord Pleanála): 3
• Refused (Local Authority):11
• Refused (An Bord Pleanála): 1
• Further Information Requested: 36
• Decision Pending (Local Authority): 25
• Invalidated (Local Authority): 23
• Deemed Withdrawn: 4
A full list of the 144 planning applications and their decision status can be found here.
Decisions of note in November include An Bord Pleanála’s (ABP) refusal of planning permission for Highfield Solar’s 21.9 hectare scheme on lands adjacent to Belview Port, County Waterford. The board ‘considered that the proposed development would prejudice the orderly expansion of Belview Port, would compromise the development of port-related industry, would be contrary to the land use zoning objective set out in the Local Area Plan, and would contravene national policy, regional planning guidelines and the policies set out in the County Development Plan in relation to the development and expansion of the strategic port area‘. The ABP order setting out the basis for the refusal can be viewed here.
Also in November, Future Analytics Consulting Ltd published the first Irish-focused planning guidance recommendations for utility scale solar photovoltaic development in Ireland. The research was funded by the Sustainable Energy Authority of Ireland under its Energy Research, Development and Demonstration (RD&D) programme. The research report outlining the evidence base for the advancement of the planning guidance recommendations is available here.
