Client : The Four Dublin Local Authorities
FAC, in conjunction with partners, was commissioned by the four Dublin Local Authorities to undertake an economic and market analysis of the development sector acting within their areas. The project involved the compilation of four separate reports for the respective authorities. The aim of the analyses was to inform the creation of a new Development Contribution Scheme for each of the authorities which will be active between 2016 and 2020, inclusive. Development contributions, as a cost to a developer, are a method through which funding can be attained for the provision of public infrastructure and facilities.
The reports encompass an economic analysis of the current general economic situation across various sectors of the property market within each Local Authority area; an assessment of likely trends in the development sector during the lifetime of the proposed scheme (2016-2020) within each Local Authority area; an analysis of current and future trends in construction and development costs; an analysis of the impact of development contributions on development costs and, as such, development potential and values; and, an evaluation of indexation types followed by a recommendation on the most appropriate indexation to be applied to development levies during the lifetime of the scheme.
