Planning for Dublin Student Accommodation

An Irish Times article [Monday, 8 Aug 2016] ‘Dublin to gain nearly 1,900 student housing places‘ outlined the immediate future for student accommodation in the capital, according to figures provided by Dublin City Council.


Independent research by FAC, which has analysed planning permissions for purpose-built student accommodation (PBSA) in the Dublin City area, has identified 5,755 student bedspaces in the planning and development pipeline.


Our analysis shows that 4,406 student bedspaces have been granted permission by Dublin City Council or An Bord Pleanála. 2,245 of these have have commenced. Planning applications for an additional 369 bedspaces are currently under review by Dublin City Council.


Four planning applications for PBSA are presently on appeal to the Board, accounting for a further 980 bedspaces. Recently, the Board refused permission for a development at Trinity College that would have included accommodation for nearly 300 students.


It is estimated that at least a further 7,500 student bedspaces for Dublin are at various stages of the pre-planning, design and tender processes.


Increased development of PBSA will directly act to address the current housing shortage in Ireland by providing students with accommodation, and indirectly by releasing privately rented accommodation onto the market for occupation by non-students.


PBSA also proves to be a highly efficient and environmentally considered method of housing the student population, with its different development standards resulting in higher bedspace densities ( per hectare) than standard residential developments. Effectively, more people can be housed on less land. Proximity to higher level educational institutions means walking and cycling to classes is possible thereby reducing the need to drive or use public transport.
