H2020 ‘’Smart Cities and Communities’’ Proposal Submission


Future Analytics Consulting (FAC) have recently been involved in the submission of an EU research proposal which seeks funding under the Horizon 2020 Research and Innovation programme. The proposal is a response to the EU call for the creation of a ‘’low-carbon, climate resilient future’’ through ‘’secure, clean and efficient energy’’.

With the majority of Europe’s population now living in urban areas, it is up to our cities to lead the way towards this climate resilient future via a range of innovative mechanisms and approaches. The ‘’Lighthouse Cities’’ of Trondheim and Limerick will seek to be the innovators, while five ‘’follower cities’’ of Alba Iulia, Pisek, Sestao and Voru will collaborate and exchange ideas. In this respect, there will be a positive exchange of ideas and innovations, a concept reflected in the proposal title; +CityxChange.


If the proposal is successful, Future Analytics will lead the Monitoring and Evaluation (M&E) of all projects undertaken during the lifetime of the programme. M&E will involve high-levels of cooperation with all project partners who operate in a range of sectors across society, such as energy-systems, governance, ICT, mobility and education. Partners come from a host of cities across Europe, all of which seek to take significant, and innovative steps towards enabling ’Smart Cities and Communities’.


Central to the aims of the proposal will be the creation of ‘’Positive Energy Blocks’’ (PEBs) in each of the cities, where energy can be both traded and created locally through sustainable means. These PEBs will be an outcome of the combination of integrated spatial, social, political, economic, regulatory, legal and technological innovations that are to be trialed and assessed during the course of the +CityxChange programme.




If the PEBs are to be scaled up to district, and then city-wide level, there will be a need to ensure that all projects are monitored, evaluated and refined in a precise and consistent manner. FAC have utilised our extensive experience gained from prior successful EU projects to help develop a KPI Framework for the M&E of all projects undertaken during the +CityxChange programme.
